If you are really determined to send "an html document via email", you can simply rename the file(remove the .htm[l] extension), send it, and let the recipients rename it back.
Alternatively, I will simply send the file in plain ASCII (text) form. Another way is to compress the file, and send it. By the way, why do you have to send the document in html format?
