what you want to look for is
Net::SMTP
or
Mail::Mailer
if your WIN32 box can run sendmail the simple solution is

note - we are chasing down a possible bug in the
Mail::Mailer::smtp that does not allow some of
the accessibility to the underlying Net::SMTP
that might be useful.
