Apparently build 603 of ActiveState's version had exactly what you are asking for in HTMLHELP (.chm) format. It doesn't seem to be included anymore: http://aspn.activestate.com/ASPN/Perl/Products/ActivePerl/Changes.html
If you want to try Beau's last suggestion, it may be easier than it sounds: http://theoryx5.uwinnipeg.ca/CPAN/data/Pod-HtmlHelp/HtmlHelp.html You do need the hhc.exe to use this module. I used to be able to find a Perl helpfile on the internet in Windows format, but I guess it wasn't maintained. One thing you might look for is a text editor that can supply cursor-on-word context help from HTML; that might kinda sorta seems like it's a Windows help file. HTML-Kit for example, has Perl keyword help that is supposed to do that, but you may have to edit the keyword file to point to the right directories.
