I assume you want a binary, not the source code? Well, check out this link, it is the CPAN Perl ports page (Windows binaries section). http://www.cpan.org/ports/#win32 I'm personally using SiePerl. It seems to be able to do everything I need. :) If you go to the link, there is installation documentation and a list of modules. You probably want the 5.8 version.
