perl -MCPAN -e shell which puts you into a readline interface. Yeah, sorry. OS is linux (Redhat 8). I have both Term::ReadLine (which is part of 5.8.0 I think and Term::ReadLine::Gnu which isn't. I have newest CPAN-1.65 installed.
