May be valid. I am getting superstitious now.
Anyway, I have not installed any mysql client.I have simply downloaded
InstantRails which has mysql and started the mysql server which is up and
running.
Can you explain why you need mysql client now ?

The module needs the libraries here to work, they must also be in you paths
(LD_LIBRARY_PATH, PATH)

From my experience with DBD::mysql,you can't just download it and copy them
to lib path.
You need to compile them,even when compiling,you need to specify some
arguments like mysql_config path to it.
I don't have experience on installing DBD::mysql on Win,but if you're using
ActiveState,can you use their package manager to install the libs?
