You should always escape backslashes in literal strings:

#!/usr/bin/perl

use strict;
use warnings;

my $s1 = "c:\\ise\\conf\\ise_eif_lvc.config";
my $s2 = "c:\ise\conf\ise_eif_lvc.config";
print "\$s1 = '$s1'\n";
print "\$s2 = '$s2'\n";
