Yes, my 2 year female has done this all her life. She would actually help us trim bushes in our old house. She would rip off entire branches and sit there for hours knawing away.
I was told this is normal for Berners (?) and I let her do it. She seems very happy when she is doing it. Even now that we do have a yard yet (waiting for the sod to be laid) - I will occassionally find her a branch and give it to her on the deck or in the basement. Makes her happy.
