Per RIM Enterprise Support - using the MEID is not supported with the BESC but have a fix in the works for the next "release" (as they call it) of BESC. Now you can only use PIN + IMEI or ESN to verify Enterprise Readiness.

Hence you don't see two different plans (one for BIS one for BES).
