No expert. I have used this utility before but had problems running it recently on a new machine. Window pops up and the closes immediately. Spent loads of time mucking around but then pulled the directory off the other machine and it worked fine. I think there is a problem with the current build.
I know this is not the latest but attached is a zip of the directory from a Windows machine. It might work for you. BTW the window that pops up and then disapears seems to just be a command window.
