Truly weird ? My radio has gone down once needed no factory reset only
a couple of restarts, in fact never been factory reset .

have never done any factory reset on the Touch for the latest 23
updates ?

Done it twice on the controller 7.3 to 7.4 was it but never since ?

What is the difference between your ,phils and mine setup ?
We have the same Touch with the same fw and yet getting so different
behavior ?

What exactly is not working that forces the factory resets for you.
