In 7.6, the external scanner is only called when the 'clear & rescan everything' (or the initial scan with no database) is called. The problem, I believe, is that the external scanner has no provision yet for differentiating between SQLite and MySQL as the db type. The best you can hope for is that you'll be able to cleanly kill the initial scan and then be able to run a new & changed scan.
