On Windows it isn't supported, so it's turned off by default and there isn't an option to turn it on without manually editing the prefs files, something you shouldn't do since the reason it was removed is because it doesn't work correctly. On Linux, it's possible to turn on/off auto rescan through the SBS settings page.
