I use BulkFileChanger http://www.nirsoft.net/utils/bulk_file_changer.html to manipulate time stamps so that New Music is a true record of the date an album was added rather than the date the album was modified. Frank could use this utility to update a playlist by 5 seconds which is enough to trigger an update in a "New and Changed" scan.
