Using These programs are a really bad idea.
Lms stored the timestamp from the files.
There is no need to change timestamps other than the files is changed
and get a new timestamp.

But again i wouldnt use "a" single playlistfile to store and reorg the
chartnumbers.

He wrote that he works as and music journalist so how should he answer a
simple question like:
Is this title moved up or doen in the charts?

When he overwrites the old playlist?
Each week gets a new playlist with a unique name like year.week.m3u and
with a single step you solve 2 riddles.
