I don't think you would have to do anything of the sort. There's no "Steam
folder structure" it's really just a package delivery system. Some Blender
developer would create a Steam package (it's called a 'depot' in Steam
terminology) and upload it to Valve's servers, and then Steam downloads the
depot and unpacks it on the user's computer. You can integrate with Steam's
API if you want but it's not necessary. In all it's not a whole lot of
effort.

As far as F/OSS on Steam goes, I think you'll find Valve is very
reasonable. They want people using and enjoying their service and there's a
large cross section of Steam users who would use Blender. Their legal
people are very amicable as well.

You have nothing to lose by asking, anyway.
