The mails which I have seen on Yahoo group shows that we all have excellent 
knowledge about Indian Laws and Constitutional Laws, but I am unable to 
understand one thing that whether we are here to share all these knowledges 
within ourselves only or really we want to share these knowledges to the people 
other than us also, who are "Aam Janta"? 
What I felt that we are discussing a lot about any topic but actually nothing 
comes into factual things. If really we want to make changes in the society 
(Which is the primary moto of BM), than please stop debating within ourselves, 
come into field and share your expertise or your voice with the voters too. 
Debating within ourselves is much much easier than convincing with your thought 
to the people who have accepted this paralyzed system. If possible than please 
come into the field you will understand very easily the ground reality.

We all know that it is an ideal situation. That can't happen atleast for now. 
So, what is the other choice? 49-O is the other option. Where is the question 
of giving option to voters for a good person? Is that there today?

Yes, if people have a good choice, they will not opt for 49-O. But as of now, 
there is no choice at all.

Your argument is wrong. Voting nobody is also a choice. Its no way defeating 
democracy because democracy is also a choice. 49-O helps in attracting 
non-voters to the booth, because all the while they give the excuse that all 
candidates are bad. Because all candidates are bad, many don't vote and their 
votes are cast by dummies. 

Voting nobody is also a choice, an informed choice. Its a healthy part of a 
democracy. Voting nobody does not amount to not voting. By voting nobody, you 
have made your stand very clear that none of the candidates are fit to rule. 

What better way of displaying your anger?

i fully agree with u. we here to provide solution
and chosing "none of above" is not a solution
because1)it gives very exuse for people who does not vote
            2)its defeat of democracy,
so we should provide voters with valid option to vote 
voting no one is as gd as not voting
that is why we need bm as a political party

The level of cynicism is appalling.. even before knowing who are contesting the 
election, people want to exercise the "I vote Nobody" option. More than 
anything else, it reflects on our sad condition that a nation of 1 billion 
plus, cannot find 543 good people! 

What do you achieve with this 49-O option?

I got this information from one of my friend who is presiding officer in next 
election and during his training this fact came to his knowledge and reached to 
me. 

And I am sure this is a great beginning  as near 70% educated voter don't vote 
due to a common reason that they don;t find a suitable party or candidate. 
this is true too. today votes are casted in the name of caste, religion, cash 
prizes. Even very grass root level people brain wash uneducated people to cast 
their vote to certain party or candidate.
 
I guess with in Bhumi resource full people should come together and file so 
many PILs after this and before next election that this option should become 
anonymous and should be available on EVMs.

Election Commission of India introduced an option of "Don't like any candidate? 
You can still vote"

If you want to vote but don't wish to support any candidate of your area, you 
have a way out. Conduct of Elections Rules, 1961, has a provision that offers 
hope for such voters.

As per Rule 49-O, when a valid voter decides not to cast his vote, but decides 
to record this fact, he or she can go the presiding officer and record this. 
Such a voter should go to the presiding officer, shall show a proof that he is 
a valid voter and will be allowed to record his vote. For such voters, the 
Electronic Voting Machine has to be switched off and the said voter's vote will 
be recorded as 'nil'. According to sources in the ECI, such votes can be 
counted as well.

Such a voter has to enter this fact in a specially-designed Form-17-A and the 
voter's signature or thumb impression will be taken. Such voters' finger will 
be marked by indelible ink as well.

But, in 2004, when the ECI had suggested many electoral reforms, there was a 
suggestion that there should be a provision if any voter does not find any of 
the contesting candidates suitable.

In fact, the problem with the 49-O is that the identity of such voter is 
revealed since his details are maintained separately. Therefore, the ECI, while 
appearing in the Supreme Court a few years back on a Public Interest 
Litigation, had suggested that such an option should be made on the EVMs that 
any voter who does not want to vote for any contestant can record its negative 
vote without disclosing identity.
