Dear Amitabh-ji, IMHO, ethics/moral education should be part of every education.....right from school education. I find it ironic that when we teach kids all about science and history, and try to make them intelligent and knowledgeable, we do not try to make them good humans. Again IMHO, one of the main reasons for the corruption and violence we see in the society today is because of this lacuna. Over time, we have given people more degrees of freedom (in terms of speech, action, choice, etc), but that freedom has come without enabling them with ethics....and hence people often end up making the wrong choice.
Ethics can be taught and has to be taught. I do agree that ethics need not be taught in schools, and can be taught at home as well; however, teaching ethics at school (or college, or any training for that matter) is definitely a more fool-proof way making people aware of the choice they are making. It can hence be institutionalized and made systemic.
