Section Incharge has informed by ordinary post (without mentioning any address on the cover of envelop) that since the identity has been disclosed on the cover of envelop, no protection would be granted and undersigned would not be regarded as whistleblower. This is catch twenty situation and running away from responsibility. If the complaint is sent by ordinary post to CVC then it may take plea that the complaint is not received and its officials may disclose the identity of complainant endangering his life and id it is sent by Speed Post / Registered post, then writing of the addrress by sender is manadatory. It is not understood why such resolution are framed. If CVC is unable to protect whistleblower and contain corruption, it should admit the same instead of passing the blame on complainant.
