If the arms are in good condition, I'd adjust, lube, recable, fit some
Kool Stop Continentals, and replace the levers with something modern
like a nice four finger Tektro.

If you insist on a modern caliper, you can't go wrong with a dual
pivot Tektro. However, they are recessed nut which will necessitate
the drilling of your fork and frame or some such workaround. Having
done this, I can say that it does clean up the look of the bike, but
fair warning.
