I called them one more time and got the same story of "It shipped on  
December 2, but we can't track it."  I filed a dispute with my credit  
card, but then, I contacted Schwalbe directly.  They told me EBT  
wasn't fraudulent, but they weren't well organized.  They received the  
order on the 2nd, but they were out of stock.  They informed EBT, who  
was supposed to contact me and credit my account.  The tires are back  
in stock, but EBT would have to resubmit the order.

I'm not too worried with the dispute in place.  I'll call again this  
morning to see if I can get them to issue me a credit, and then I'll  
cancel the dispute.

The people who have received their goods from EBT seem happy with  
them, but it sounds like purchasing from them is not necessarily a  
smooth experience.
