There was just a big discussion of this on either the iBOB, RBW or KOG
lists.  If you're going to use zip ties, be sure you get the black UV
resistant ones.  The others will, repeat WILL, fail, and when your
fender comes loose or falls down onto your wheel you will not be a happy
boy.  You might consider using solid core insulated wire instead.

You might also consider fashioning a bracket of some kind, similar to
what SKS uses on plastic fenders, to hook over the chainstay bridge.  Or
maybe just drill the sucker out and put a bolt through it?  

Velo Orange and Jitensha have articles on mounting aluminum fenders.
Bicycle Quarterly has run several articles on this as well, and if
you're here, and based on your (snipped) CV, I'll bet good money you
