Like Mike I'm not familiar with what rack, don't know what fender you're installing and haven't looked at Jan's advice, but on the surface of things wouldn't go bending the fender to the rack first but rather fit the fender to the bike (with the wheel on) then fit and drill the rack to the assembled bike and fender. Just my 2 cents.
