I agree, except that in this particular case the tang of the rack ends up sandwiched between the fork crown fitting and fender, so even though it's easier to mark and drill the fender without the rack in the way, in the end the rack has to be installed first. The usual solution when mounting metal fenders to this sort of "which comes first, chicken or egg dilemma" involves multiple mounting and dismounting operations. I think in this case, I'd mount the fender to the bike wheels on (and off and on again) as req'd to get a good fender line, then remove the front fender, mark, drill and install the rack, reinstall the fender, mark for the fender mount, remove, drill, reinstall and finish up. Maybe the most important bit of advice I could give is, before starting, make sure you accept that you will be putting the fender on and taking it off several times in the course of the installation - rack too, come to think of it - and that rather than being an irritation or a sign that you've somehow screwed it up, this is perfectly normal and the right, indeed the only, way to go about it. It takes time, several hours, and it doesn't do to count how many times you're installing and removing the fender.
