The justification for such a big project is the planned growth, and the
implied increase in traffic. I asked the question, what can we do to
mitigate that increase in traffic?

Here is a link to an article containing the recommendation I made to the DOT on 
an alternative to the proposed Verona Road expansion.  Of course the DOT 
ignored it, as they did when I first proposed it back in 1999 in response to 
the DOT's Corridors 2020 plan.  But I believe it would work just as well as an 
alternative to mitigate the increase in personal motor vehicle traffic 
projected for the area north of the Lake Mendota and beyond.  The only thing 
missing is the political will to support it.  When it comes right down to it, 
there is very little to lose, since if people didn't reduce their driving, 
there would be little to pay out.  If people did reduce their driving, then 
their would be considerable savings in the form of reduce highway spending 
needs as well as air quality improvement.
