I am glad to see that there is going to be movement on the distracted driving front (as per Dar's email about the distracted driving summit). I have been hearing about more and more cars-running-red-light/bike collisions. Running a red light in a >thousand pound vehicle and potentially or actually colliding with a pedestrian or a cyclist needs to [always] be considered a serious offense. I think a careless driver should have to switch to biking or walking for a while, so that they can realize the full impact of their negligence.
Non-life threatening injuries can still include broken bones, life-long brain damage, lost limbs, etc. Not to mention time off of work and life in general. And then there is the shattering of trust in our system.
