The problem with the whole dialog which Eric has initiated and sustained is 
that Madison residents already support the biking infrastructure with their 
taxes.  I haven't heard Madison residents saying "we're" unhappy with the 
funding mix."  It's those coming to bike the area without paying property taxes 
that should, perhaps, pay user fees.
