Paying people to not drive makes sense to me but is a hard sell to politicians. I proposed the idea to DOT back when I worked for the DNR. They weren't interested. I wrote an article about applying the concept to Madison and Dane County but couldn't find enough support here either. A writeup I did on the proposal as it could be applied to Dane County can be found at the following link: http://www.bicyclefixation.com/altdrive.htm

They must realize that spending dollars and effort to conserve road capacity will pay for itself in the long run. Much in the same way Energy production uses conservation as a means to deal with increasing populations driving demand higher. The UW was forward thinking with the bus pass approach for all employees and students as a way to avoid sinking money (todays dollars and future dollars) into expensive parking structures. I'm aware of a potential tax credit for bike commuting, but it would be nice if there was a more direct benefit. How about paying people to NOT drive?
