Paying people to not drive makes sense to me but is a hard sell to politicians. 
  I proposed the idea to DOT back when I worked for the DNR.  They weren't 
interested.   I wrote an article about applying the concept to Madison and Dane 
County but couldn't find enough support here either.   A writeup I did on the

Wow, Portland, 25%!  They must realize that spending dollars and effort 
to conserve road capacity will pay for itself in the long run.  Much in 
the same way Energy production uses conservation as a means to deal with 
increasing populations driving demand higher.  The UW was forward 
thinking with the bus pass approach for all employees and students as a 
way to avoid sinking money (todays dollars and future dollars) into 
expensive parking structures.      I'm aware of a potential tax credit 
for bike commuting, but it would be nice if there was a more direct 
benefit.  How about paying people to NOT drive?
