One could go on all day about distractions.  That all began with passengers in automobiles-----actually they are the worst.  A client and Chicago specialist accountant  were cruising along the shortcut to Green Lake--right on through with their Caddie--across the State road #49 from a County road KK and broadsided me and my Mother never recovered.  So, lets ban passengers, children, dogs and cats-----and yes----basic car radios.  One might be easily engrossed with Talk Radio.

Face it-----one must be in control of their driving---------------REGARDLESS.

I would include ownership and frequent usage, especially usage in public
and/or while driving, of a mobile phone in the definition of substance
abuse.  There are way too many cellphoniot morons on the roads (some of
them on bicycles).
