I call in things like this to the "Speeder's Hotline". It allegedly
generates a letter to the owner of the car reminding them of the law.
Doesn't have the force of creating anything on their record (as far as
I know), but it does remind them that we are protected users of the
road.

It'd be nice to know from someone "official" exactly what are done
with these reports. I wonder if there's any record kept so if there's
multiple reported violations by a single vehicle or a later violation
which leads to a ticket (or more) whether it's taken into account at
all...
