IANAL, but it does seem like if a driver does eventually reduce the
clearance to less than zero and ends up on court, a paper trail of
complaints like this can put a pushpin in the balloon of a claim that
the attack was accidental. Also wondering if there is a permanent,
subpoenable record of such letters.
Incarceration *does* change driver behaviour.
Back in the day, there was a (mostly mythical, but it got press
coverage) Scary Drivers Registry on the Bicycling Community Page. Last I
heard the BCP was coming back any day now. We were ahead of the curve on
web 2.0 user-created content! No woman a prophet in her own country!
Stuff like that is reasonably simple to snap together these days, and
could be a very handy resource in the courtroom. Not that I'm
volunteering to do it at the moment.

It'd be nice to know from someone "official" exactly what are done with
these reports. I wonder if there's any record kept so if there's
multiple reported violations by a single vehicle or a later violation
which leads to a ticket (or more) whether it's taken into account at all...
