I glanced at that section of the report. They speculated that folks in lower socio economic groups use bikes more for utilitarian reasons while those in higher income groups bicycle more for recreation and exercise. No data to back up that idea.
I have also seen speculation that non white groups don't bicycle as much because the bicycle is seen as a symbol of poverty while driving an automobile is seen as a sign of becoming middle class. Again, I haven't seen any data to back up this notion so I don't know if there is anything to it or it is just pop sociology.
