Many modern bicycle taillights have lenses which also serve as reflectors if
the light is turned off. While stand-alone reflectors have the advantage of
not requiring a power source, they have the disadvantage of requiring
certain circumstances in order to work well or to work at all. The late,
great Sheldon Brown has a wonderful, if lengthy, article on this very
topic<http://www.sheldonbrown.com/reflectors.html>
