No idea about Oz, but what I envision: enclosed storage, two or three of each size helmet at each station, in a dispenser/return machine. When you check out the bike, you press the helmet option button, select a size. The machine dispenses a helmet of that size and one or two disposable helmet liners (hairnets). When you check in, the system knows you checked out a helmet and prompts you to deposit it in the helmet return, and there's a one-way refuse bin for the used liner.
