More accurately, *BC* has a (province-wide) mandatory helmet law, which of
course applies to Vancouver. There is a move afoot for the city to apply
for a temporary exemption so that the program can have a hope of success.
Ironically, the single-payer health care system here works against the
movement towards repeal, because people think that they will end up paying
for other people's head injuries but don't grasp that the public health
benefits of getting people on bikes offer, according to some analyses,
larger savings than those increased costs. The city is going ahead with
plans to deploy 1500 units, all in the downtown core.
