This is a major improvement in the policy. Previously, children under 10
years old (I think) couldn't ride to school *even with a parent.*

That led to some interesting situations, like parents and children riding
to a location across the street from the school, locking the bikes, and
walking the last 100 feet or so onto school grounds. Some principals
objected to this, but couldn't legally do anything.

I'm betting there are some parents on this list that fought this battle.
