A slight improvement, but it is still the only modal choice on getting to 
school that is 
restrictive.  No part of the rule should dictate bike behavior off of school 
grounds.  Nor should 
a parent have to ask permission for letting their child bike to school. 

Schools in less bike friendly Wisconsin cities do not have rules this 
restrictive.
