=v= There is a patchwork of bicycle-registration laws. The
general form dates back to the 1970s Bike Boom and wording
varies from state to state, often leaving it up to local
jurisdictions to administer things. The overall emphasis
is to combat bike theft, but it's pretty useless for that.
=v= Most of these programs have fallen by the wayside, not
worth the money to admninister them. Here and there you'll
find a police department using it for pretext stops, and in
the 1990s Boston used it to harass bike messengers after an
incident in which a messenger collided with a jaywalking but
politically-connected pedestrian.
=v= The Georgia proposal, however, is an attempt to distort
existing law into something actively punitive to bicyclists
in an attempt to discourage its popularity.
