There are other "positive reinforcement" programs in Seattle. Recently,
they've been handing out rewards to drivers and cyclists that obey the
signalling along the newly separated bike lane on downtown's formerly quite
literally deadly 2nd Avenue, which famously runs along the left side of a
busy road where there are a lot of left-turning vehicles. And the local
bike advocacy/touring organization periodically hands out cheap bike lights
to illegally unilluminated cyclists in the UW area with police
participation.

But I seem to recall that Madison had a positive reinforcement program back
in the '80s for motorists that drove below the limit on Johnson Street.
Anybody else remember that?
