My understanding is that's part of the (State owned/administered) Military
Ridge Trail, administered out of Blue Mound State Park.   I believe the
contact is Kevin Swenson ([email protected]).  My guess is that,
as it's a snowmobile trail and snowmobilers put up a lot more $$ than
bikers, and pavement and sleds are a bad combination, it's a difficult
work-out.  Just speculating here...
