India, I find the same issue - I can cover my eyes or my mouth & nose, but not both.
I usually wear ski goggles, and put vaseline on my nose & exposed parts of my face. But I'm having fogging issues with my goggles. So sometimes I pull the balaclava over my mouth & nose and ride with bare eyes. That makes my breath flow over my eyes which helps keep them warm. It can also cause ice crystals to form on my eyelashes, which gets great comments from people once I get where I'm going. Happy riding!
