OK so I found out: Unlimitel charges $2.50 a month, and 4 cents a minute. Transfer with them is free. Link2VoIP charges $1.50 a month, and 4 cents a minute. Transfer I think is free. Les.net $2.50 and 5.5 cents inbound.
However if you want cheap inbound from States on your toll free: Vitelity - 50 cents a month, and 2 cents a minute.
