They are trying to exclude us...it hasn't happened yet.  This one is part of 
the Bell/Bell Aliant petition to Governor in Council.  It stems from Cybersurfs 
successful (thank god) Part VII application to the CRTC for speed matching (ie. 
if Bell offers 7meg to Symcrapico (sic) customers then they have to offer it to 
the wholesalers.
