I found instructions for making rope halters on line at

I made several and also helped some middle school students at the Montessori farm school next door make them. They're adjustable and have worked very well on my Suffolks; I haven't trained the blackbellies to them yet.

Each one took about $1.50 worth of rope and maybe half an hour to make.
