We had one ewe with the same symptoms about three weeks ago.  Since she was the only one in the flock, we concluded she may have gotten some brush or something in the eye.  I notice you said "to their eye(s)."  Our sheep have free access to grass pastures but they like to eat brush and I have seen them stick their heads right in.  They even stand on their find legs to reach certain tree limbs.  Some of the brush is thick and with thorns. 
 
We treated it with a wash of Ivomec and it cleared up in less than a week.  We bought it at the local feed store.  I believe it was over priced, but we wanted to treat her as soon as possible.
