I really just do not see this happening.  It would mean implementing a full 
mime subsystem -- ick -- or linking heavily into GNOME or KDE -- double ick.

Sounds like a job for your friendly, neighborhood file manager.

Or as someone else pointed out, you could generate this menu from a script and 
the script could assign a program to the files.

As an interesting sidebar comment, a file manager which allowed you to define 
triggers would be very interesting.  Copy a .mpg file to ~/movies and the fm 
runs your gen_menu_from_mimes script on ~/movies.
