bbkeys is a separate program from Blackbox. You need to start it separately
and then it will proceed to read its configuration. How do you start
Blackbox? The simplest way to go about it is to have a ~/.xinitrc:

bbkeys -i &
exec blackbox

And start your X session with 'startx' from the console. Give us more
details about your setup and we'll help you tweak it. You can put a lot of
things in your .xinitrc, mine is about 100 lines with all kinds of bells
and whistles.
