Quicksilver has a Cube interface for its command window. To use it,
install the Cube Interface plugin as you would any Quicksilver plugin,
then in the Appearance prefs select Cube as the interface.
Mario wrote "how to switch between applications using the "cube"
rotating effect." which is confusing. Switching between applications
means opening different windows. It could mean switching virtual
desktops with a Cube effect which would be using Spaces or an
equivalent. The mentioned Compiz does that for Linux.
On the Mac, libraries in OS X like Core Animation would be used by a
developer to create this functionality, but you still need some
product to do it for you.

Is it really a part of OS X? I can't find it anywhere. I was a big fan
of Compiz on Linux and I've love to have the cube effect when changing
spaces... anyone got a link?

No, OS X uses Aqua and has its own 3D effects. The cube effect is a
function of that.
