Now that you mention the pam module, I've ran into the same issue, but did
some hacking to override it.

sed -i "s:LIBDIR:PAM_&:g" pam_cap/Makefile
make
make RAISE_SETFCAP=no PAM_LIBDIR=${DEST}/lib prefix=/usr DESTDIR=${DEST}
install
