Either it is listed as optional, or not at all. According to policy (which I don't necessarily agree with), if the package is not required to be installed to fulfill a build requirement for the listed package, then it shouldn't be listed as a dependency. So, in the case of Samba, the choice is to remove it as an optional dependency, and then recommended it to be installed in the configuration section so that the default configuration of SWAT can be achieved, or leave it as is.
